1) The Municipality of Rethymno already operates cameras and equipment that monitor road users. How will your proposed system reliably detect pedestrians and cyclists located outside of roadway areas, such as sidewalks, parks, or pedestrian-only zones?

2)In what format will your deliverables be provided, and who will be the intended recipients? Ideally, the Municipality of Rethymno would need access to the full dataset, and it would be beneficial if some of the insights or visualisations could also be made publicly accessible. How do you plan to support both internal use and public transparency in your solution?

1) If surveillance cameras are deployed by the municipality in these areas for other purposes, their feeds could be passed to the system to detect and count the transport modalities used. If not then low cost solar powered cameras could be deployed to cover specific areas as required (sub €200). The alternative is to go straight to developing the app that will feed back transport modality and location (with suitable privacy controls such as reduced positional accuracy), while providing relevant information for the user (such as alternative transport modes for regular journeys).
ghts available through the mobile app may help to drive adoption in the community.

2) The system is envisaged to be cloud hosted (we generally use Azure) and could be managed by us, or the Municipality of Rethymno depending on their preference. The deliverables will include the back-end system to pull data from the various sources and a web dashboard for monitoring and analysing the modal split. This will initially be targeted for use by the municipality and its analytics requirements, particularly those involved in traffic and transportation management. The municipality will own the data collected and their access to the stored data will be through a cloud portal, making use of role-based access controls. As the data recorded, may include sensitive information, even if pseudonymised/anonymised, there is likely to be a requirement for a data governance plan to be developed by the municipality, covering who can access the data and for what reasons. Visualisations of traffic flow and modalities could be made available to the public through a webpage and also integrated into the mobile app. This will likely be presented with less granularity than for the municipality's officers and with less analytics options, but that will need to be scoped as part of the requirements gathering phase. It is important that journeys made by other individuals cannot be specifically identified through any delivered insights to the public (for privacy reasons). Making insi
