CO2 PACMAN OPEN INNOVATION COLLABORATIVE ACTION.

TERMS AND CONDITIONS

 

1) PROJECT GOAL

The CO2 Pacman project focuses on transitioning Mediterranean islands towards climate neutrality by developing advanced assessment tools and fostering collaborative efforts among public authorities, citizens, and stakeholders. Building on successful outcomes from past initiatives, the project focuses on co-creating integrated strategies for carbon footprint mitigation and adaptation. Through participatory processes, innovative technologies, and comprehensive planning, CO2 PACMAN empowers islands to become sustainable and resilient communities.

In support of this objective, it has launched the Open Innovation Collaborative Action, which aims to connect organizations with innovation challenges related to the reduction of CO2 of the following 3 Mediterranean islands: Brač, Crete and Elba, islands, with a pool of innovation solution providers from across the globe.

 

2) DEFINITION

The Open Innovation Collaborative Action will count on the participation of corporates, entities or any public or private institution, looking to challenge SMEs, Start-ups and entrepreneurs and promote the best solutions. The solutions can be products, services or projects.

 

3) PROPOSAL SUBMISSION

The participants must fill in the Online Form through the web: https://www.innovationcolab.eu/

Only applications received online will be accepted. The information to be send through the Platform is:

  • Proposal Title
  • Team Name
  • Pitch
  • Summary
  • Idea
  • Impact
  • About the team

In addition, other files / documents can be attached to provide added value and greater detail of the company, the solution proposed, or the team. For example: brochures, covers, images or videos.

The deadline to submit the solutions is 15 May.

 

4) EVALUATION CRITERIA AND GUIDANCE

For the evaluation of the solutions, the following criteria will be taken into account:

Quality and Coherence Does the proposed solution have sufficient level of detail and quality of information so that evaluators understand clearly what is proposed?
Relevance  Is the proposed solution relevant to the needs and requirements as set out in the challenge by the challenge owner?

 

Evaluation Guidance

SCORE  EVALUATION INTERPRETATION FOR EACH CRITERION
0 The submission by the solver fails to address the criterion or cannot be assessed due to missing or incomplete information
< 0,99 The criterion is addressed in an inadequate manner or there are serious weaknesses
1,00 – 1,99 The submission by the solver addresses the criterion to a limited degree and there are significant weaknesses
2,00 – 2,9 The submission by the solver addresses the criterion partly and a number of shortcomings/weaknesses are observed
3,00 – 3,9 The submission by the solver addresses the criterion quite sufficiently but a small number of shortcomings/weaknesses are observed
4,00 – 5,00 The submission by the solver successfully addresses all relevant aspects of the criterion. Any shortcomings are minor.

 

Maximum score= 10 points (5 points for criterion 1 and 5 points for criterion 2)

  • Each member of the Local Technical Committee (LTC) will evaluate each solution against the two criteria, scoring each criterion out of 5.
  • Each member will therefore give each solution a score out of 10
  • Final score will be the average of the three scores from each member of the LTC.

 

5) TIMELINE AND PROCEDURE

Period to send responses to the challenges. From 4th April to 15th May 2025 at 23:59 (GMT + 1).

  • Each of the Project partners in charge of the OI Collaborative Activity in each island (Split Dalmatia County, TUC-Resel, UNISI and UNIFI) will create a Local Technical Committee (LTC) for each challenge, with the following members: 1 representative from the partner, 1 representative from the Challenge sender and 1 representative from a partner’s stakeholder. There will be a total of 9 LTCs. They will analyze the information sent through the https://www.innovationcolab.eu/ platform. One representative of CEEI VALENCIA, coordinator of this activity, will be invited to join the LTCs to provide his/her expertise in this subject (this could depend on the language used during the LTCs meetings)
  • After the deadline 15th May 2025, the LTCs will meet and select the 3 more representative solutions per challenge. If the challenge hasn’t received enough proposals to choose 3 solutions, the Local Technical Committee will be able to decide whether to send all the candidates or only those considered suitable.
  • 25-27 June 2025: all the selected solutions will be invited to present their solutions in the Valencia Business Forum (physically or online). The challengers will have the opportunity to interact with the solvers, and a collaborative and co-creative activity will be developed in Valencia, with the participation of different actors and solvers.

 

6) BENEFITS FOR PARTICIPATION

  • Possibility of developing partnerships with important institutions.
  • Link to a strategic and pioneering project: CO2 PACMAN.
  • Positioning in the innovation and entrepreneurship ecosystem, by participating in an Open innovation Collaborative initiative.
  • Visibility and media recognition.
  • The challenger will have the possibility to follow-up actions with the selected proposals through the formula that it considers most appropriate (meetings, potential joint projects, etc.)
  • Dissemination of all the solutions through CO2 PACMAN Project Website and Social Media Channels.
  • Participation in the CO2 PACMAN OI Catalogue.
  • Depending on viability and logistic requirements, the selected solutions may attend the second round of Labs “The island I would like”, to introduce their technologies and solutions to the audience (SMEs, Challengers, Partners, Citizens, potential investors etc.)

 

7) OI CHALLENGE TECHNICAL COMMITTEE

The Open Innovation Challenge Technical Committee (OICTC) will be made up of representatives from UNISI, CEEI VALENCIA, TUC-Resel and SDEWES.

The OICTC reserves the right to interpret the bases of this program and to resolve cases not contemplated in it, according to its best criteria.

The decisions of the OICTC will be adopted by simple majority. Any deliberation of the technical committee will be secret, and under no circumstances will any reason be given for its decisions.

The OICTC will decide about the future participation of the solutions chosen in the rest of activities of the CO2 Project.

 

8) OWNERSHIP OF THE RESULTS

The ownership / ownership of the results of the solutions proposed by the solvers belongs exclusively to them.

In the case of a possible agreement between a Challenger and solver, any decision on the ownership and ownership of the results that had their origin in this initiative will be stipulated through a negotiation between them. If this agreement is achieved, the challenger and solver will inform the coordinator of the activity, Carmen Renovell, at carmen.renovell@ceei.net, and will mention the CO2 PACMAN project support in any communication action they made do.

Any formalization in this regard would be based on the free will of the two parties to move forward, respecting the pre-existing intellectual and / or industrial property of both parties, and the specific agreements that they could reach to assign, sell, exploit jointly, collaborate or any other activity that they may deem appropriate.

 

9) ACCEPTANCE OF THE RULES

All solvers, by the mere participation in the OI Collaborative Action, declare to know and fully accept these rules. All participants expressly waive any challenge to the terms set out herewith.

Any situation not resolved within these terms and conditions will be raised directly to the program's technical committee, which will dictate the solution to the incident raised, which at all times will be binding on the established bases and will be communicated in writing to the affected participant.

The members of the OICTC, LTCs, CO2 Project Partners, or any member of this OI Activity will treat the information and documentation provided by the solvers with complete confidentiality.

 

10) EXCLUSION OF PARTICIPANTS

In the event that the OICTC has a reasonable suspicion that a participant has incurred fraud or dishonesty or does not meet the requirements to participate, it may immediately cancel the participation of said solver in the program.

 

11) OPERATION OF THE PROGRAM

In case of error, misunderstanding or conflict in relation to the operation of any part of the program, the decision made by the OICTC will be conclusive and final.

In the event that the development of this activity is affected by unforeseen circumstances or force majeure, or cannot be carried out due to the present, foreseeable or supposed breach of any applicable Law or regulation, the OICTC may cancel all or any part of the program without the participants being able to make any claim for it.

The OICTC reserves the right to modify these bases at any time. Participation in promotions subsequent to said modifications will be governed by the new bases and the changes introduced in them, which will be conveniently published on the web.
